The fonds consists of the personal records and career files of Carl Lochnan, along with research material on the history of honours in Canada. The fonds is arranged in the following series: Personal correspondence and other personal material, with one sub-series of Posthumous material; Theatre material; Career files, including sub-series relating to the National Film Board, United Nations Technical Assistance Mission to Turkey, National Design Council, Secretary of State, Government House, and the Department of Solicitor General; and History of honours material.

The photographic material consists of b/w and colour prints, b/w negs and five colour slides Ansco colour taken in 1953-1954, largely portraits of Carl Lochnan and his family, ca. 1920s - 1983, including ones of his student graduation (1936), wedding portraits, photos of Lochnan and his wife, Barbara, taken during various European trips, 1940s-1950s; photos of Lochnan as an actor with the Ottawa Little Theatre, 1950s; photos of his activities with National Film Board in Canada and London, England, and with European Film Festivals, 1954-65; National Design Council, 1963 - Milan Triennale, Canadian exhibits, furniture and model of canadian home, 1964; Secretary of State, 1960s; series of photo souvenirs taken NFB with Queen Elizabeth II and her family, 1959-1976; signed photographs of Governor General Roland Michener and Mrs. Michener, 1973; Queen Elizabeth II and Prince Phillip, 1973 and Prince Charles, 1975; retirement ceremony and with his daughter Katharine at the Art Gallery of Ontario, Toronto, 1983; Photos by Herb Perks, John Evans, Judith Eglinton, NFB, UPI, Capital Press, Van's Studio, Bill & Jean Newton, Joseph Alexandre Castonguay, Anthony Buckley and Cavouk.

The material consists of medals, including ones commemorating the Canadian Volunteer Service, Metro Toronto Zoo, Canadian Confederation, Queen Elizabeth II Canadian Jubilee, George VI, Governor General George Vanier and Governor General Michener; pins including Queen's Commendation for Valuable Service in the Air and one issued by Correctional Services; coins, including Queen Elizabeth II Silver Jubilee, St. Johns Ambulance, Manitoba and Confederation ones; and other heraldic material.

Lochnan, Carl, 1914-1993 : Carl Lochnan was born in Ottawa in 1914 and studied at St. Patrick's College and the University of Ottawa. A drama enthusiast, he was a member of the Ottawa Drama League. He entered the civil service in 1937 and from 1939 until 1950 worked for the Civil Service Commission, with the National Employment Services and the Unemployment Insurance Commission. During the war, he served with the Royal Canadian Navy 1943-1946. In 1950, he was selected as the Canadian candidate for the first United Nations seminar on public administration and in 1953 was assigned to a United Nations Technical Assistance mission to lay the groundwork for an Institute of Public Administration for the Middle East in Turkey. From 1953 to 1961, he worked for the National Film Board, as its Overseas Representative in London. He collaborated with Canadian missions abroad in the dissemination of information through film and co-ordinated the distribution, exhibition, and sale of NFB films in Europe, negotiating agreements with private companies and state agencies. In 1961, he became Director of the National Design Council, overseeing the establishment of the Design Centre in Toronto in 1964. He joined the Secretary of State in 1965, working as Director of Arts and Culture, before moving to Government House to become Senior Assistant Secretary to the Governor General and Director of Honours in 1972. Lochnan was diagnosed with multiple sclerosis in 1959, and ill-health forced him to retire early, but he spent many years working on an unpublished history of honours in Canada. He died in 1993.

Custodial history:

The records were received in 2000 from Carl Lochnan's daughter, Katharine Lochnan of Toronto, who inherited the material from her father in a largely unfiled state. An attempt has been made at the National Archives to link her parents' correspondence with their original envelopes, which had been separated. Note that some of the records suffered water damage at some stage of their storage and consequently had to be rejected by the National Archives because of mold damage; these largely related to the United Nations Technical Assistance Mission.
