There is no indication that there were any meetings prior to this period. These minutes are in bound volumes and are in manuscript up to the end of 1893, after which they are typed. For some of the earlier meetings, typed transcripts prepared subsequently have been added to the manuscript minutes. Exhibits such as maps and plans have occasionally been inserted in the appropriate locations. The minutes were prepared by the Permanent Secretary of the Committee, T. Trudeau, 1869-1892, and C. Schreiber, 1892-1904. Normally, the majority of the Ministers composing the Committee were in attendance, as were representatives of interested parties when controversial or important matters were under discussion. The subjects covered in these proceedings include all matters under the Committee's jurisdiction, and indeed, this very jurisdiction was on occasion the point at issue. The most frequent subjects were rights of way, new structures such as bridges and stations, the authority to construct and open new lines, railway and street crossings and their protection, safety standards, shared facilities, cases of alleged discrimination between customers, and the acquisition and expropriation of property. Absent are questions of rates, tariffs, and services, which were to be prominent in the activities of the succeeding Board of Railway Commissioners.
The proceedings are recorded in varying detail, ranging from a note of the subject and the decision in a routine matter to a verbatim transcript of debate in the case of more controversial subjects.
