The records are correspondence, reports, memoranda, agendas, press releases, newspaper clippings, bulletins, personal notes, and self-memoranda. While this series contains records on the organization and activities of the Treasury Board, on government reorganization, and on several economic topics, the majority of the records were created while Gillespie was studying the role in science of the federal government, especially of the National Research Council of Canada (NRC). One of the themes studied was the establishment of a new Ministry of Science, which had been outlined in the 1970 Speech from the Throne; other aspects studied included the policy and advisory role of the National Research Council and of the Science Council of Canada.
