Its primary responsibilities were to propose overall research policy, to develop the Department of Communications' research program, and to lead projects that could have use in the Canadian telecommunications industry. It carried out its work largely in three areas: research program management, research policy development, and industrial research development.
Following a review of departmental strategic priorities in 1985, the Research Sector was combined with the Technology and Industry Sector to form the Telecommunications and Technology Sector.
