Sub-sub-series consists of Social and Human Analysis Branch files pertaining to the NewStart Program. The files cover the initial conferences and working parties which developed the idea of NewStart, the human resources surveys carried out by a contractor for the designated areas, board of directors' minutes from each corporation, correspondence between executive directors and Branch officials, annual reports (including annotated drafts), some vocational course materials, volumes of press clippings, planning documents, financial accounts, and building plans and specifications. Some files document a number of the tensions that bedevilled these corporations: attempts to have executive directors removed, complaints over lack of sensitivity to local issues such as native or francophone concerns, conflicts over research versus education priorities. In several cases there were attempts to extend NewStart or establish successor agencies that could carry on its work of education and "action-oriented research". The files follow the departmental file classification system.
