Fonds consists of sound recordings of messages of greetings by delegates of Newfoundland's Responsible Government League to their families in Newfoundland which were broadcast by the BBC in London, July 1948. Also includes talks by Higgins about the Newfoundland provincial election, Liberal propoganda, conservatism, Confederation and the fisheries. Photographic material consists of: a depiction of Sir Anthony Musgrave; the Fisheries Commission, Halifax, 1877; a composite photograph of the board and chief officers on the Ontario Mutual Life Assurance Company, 1897, by J. Bruce.

Higgins, John Gilbert, 1891-1963 : John Gilbert Higgins, Rhodes scholar, lawyer, politician, was born in St. John's on May 7, 1891. In 1913, Higgins set up his law practice in St. John's, Newfoundland, after being called to the Bar of England and the Bar of Newfoundland. In 1916 he served in England and France with the St. Francis Xavier Hospital Unit of the Canadian Army. Higgins became one of the leading members of the Responsible Government League which believed that "Newfoundland should retain self-government before any negotiations should be begun with Canada before joining Confederation". As well as being a life-long member of the Knights of Columbus, Higgins was a founding member of the Fish and Game Protections Association, as well as participating as secretary of the Rhodes Scholarship Selection Committee, president of the Great War Veterens' Association, treasurer of the Newfoundland Law Society, and vice-president for Newfoundland of the Canadian Bar Association. Higgins married Alice Casey on August 13, 1925. They had three children. John Higgins died on July 1, 1963.
