Toronto Harbour Commissioners : The Toronto Harbour Commissioners (THC) was established 19 May 1911 as a joint federal-municipal corporation and regulatory authority responsible for marine navigation in the Toronto Harbour. They were also responsible for the operation of the Toronto City Centre Airport. On 8 June 1999 the Toronto Harbour Commissioners was replaced by the Toronto Port Authority, a Canada Port Authority and part of a national ports system established under the Canada Marine Act.
