Sub-series consists of registry files relating to the Office of the Special Advisor, Policy Development. Sub-series consists of records classified in a block numeric system, in either the 200 or 3000 block. There are files on committees, both internal to the Department and inter-provincial, which include terms of reference, correspondence, minutes, and progress reports, and subject files on various policies such as family allowance, old age security and unemployment insurance, which contain problem assessment reports, memoranda to Cabinet on options for changes in these policies or legislation, and briefing notes. Another block of files relates to the Youth Culture Study, carried out during the summer of 1972 to study the values and social perceptions of Canada's young people; these files contain assessments of the study, field observation reports and supporting correspondence. Finally, there are several files containing a chronological system for the Senior Advisor, consisting of a register in each file showing the forwarding date of the correspondence, the addressee, the subject and the file reference, along with a copy of the outgoing (and, in some cases, the incoming) correspondence.

Canada. Health and Welfare Canada. Office of the Special Adviser, Policy Development : The Office of the Special Advisor, Policy Development was created in May 1975 to advise the Deputy Minister of National Health and Welfare on tactical policies and designs for the implementation or improvement of income security and social services. Among the highlights of the Office's first years of operation include: assisting in the development of a federal proposal on the participation in the Canada Pension Plan of spouses working at home; the development of a program to pay income-tested allowances to spouses (aged 60-64) of Old Age Security beneficiaries and the payment of partial pensions based on years of residence in Canada; and the development of new Social Services Act and guidelines for the cost-sharing of social services under the Canada Assistance Plan.

In 1976, the Departmental Advisory Committee on Status of Women Concerns was established under the jurisdiction of the Office of the Special Advisor on Policy Development.

In 1978, the Special Advisor was named the Departmental Privacy Coordinator for Part IV of the Canadian Human Rights Act, and in 1983 became responsible for the department's application of the Access to Information and Privacy Acts. The Special Advisor and his staff were also responsible for general direction (in the form of studies and/or assessments) given to the Program Evaluation Directorate, to assist the latter in their evaluation of the effectiveness of departmental programs in all areas.

The Office of the Special Advisor, Policy Development, was abolished in 1985, at which time the Senior Advisor for the Status of Women began to report directly to the Deputy Minister.
