Canada. Office of the Correctional Investigator : The Office of the Correctional Investigator (OCI) was established in June 1973 pursuant to Part II of the Inquiries Act. In 1992, Section III of the Corrections and Conditional Release Act (CCRA) designated the OCI as an Ombudsman for federal offenders, with the mandate "to conduct investigations into the problems of offenders related to decisions, recommendations, acts or omissions of the Commissioner [of the Correctional Service of Canada -CSC] or any person under the control and management of, or performing services for or on behalf of, the Commissioner that affect offenders either individually or as a group." The OCI is part of the Public Safety and Emergency Preparedness portfolio (PSEPD), formerly the Solicitor General, and reports to Parliament through the Minister of PSEP.

While the OCI does not have the authority to legislate change, as a traditional legislative ombudsman, its powers lie in its ability to investigate complaints independently, publish the findings and conclusions and to make recommendations to the appropriate government authority urging attention to the area of complaint.

The Office is a small organization and consists of the Investigator, a Secretary, Executive Assistant, Legal Advisor, Executive Director and two Investigations Directorates. The Directors of Investigations report to the Executive Director. Each Directorate consists of a Secretary and four Investigators.
