Fonds consists of transcripts of hearings, exhibits, reports submitted in competition for the John J. Gillin, Jr. Memorial Award, files concerning administrative matters, material on broadcasting outside Canada, files on representations at hearings and related material. A digest of the transcripts of hearings and exhibits, with an index, is available (RG 33/36, Vol. 38). The transcripts of hearings and exhibits are available also on microfilm.

Canada. Royal Commission on Broadcasting : The Royal Commission on Broadcasting was established under Order in Council (P.C. 1796, 2 December 1955) under Part I of the Inquiries Act (R.S.C., 1952, c.154) and on the recommendation of the Prime Minister. The Commission was mandated to inquire into and make recommendations on: (a) the policies to be followed by the Canadian Broadcasting Corporation in its television broadcasting and the relation of such policies to the finances of the corporation; (b) the measures necessary to provide an adequate proportion of Canadian programmes for both public and private television broadcasting; (c) the financial requirements of the corporation for television broadcasting and the relation of these to the extent, nature, standards and distribution of programmes; (d) the financial requirements of the corporation for sound broadcasting in light of the development of television and the growth of population in new areas of Canada; (e) how finances for the television and sound broadcasting operations of the corporation should be provided and managed; and (f) the licensing and control of private television and sound broadcasting stations in the public interest. The Commissioners were Robert MacLaren Fowler, Chairman; Edmond Turcotte and James Stewart. The Secretary was Paul Pelletier.

The Royal Commission on Broadcasting was established by the Government of Canada in accordance with the recommendation of the Royal Commission on National Development in the Arts, Letters and Sciences (Massey Commission): "That the whole subject of television broadcasting in Canada be reconsidered by an independent investigating body not later than three years after the commencement of regular Canadian television broadcasting." (See Report of Royal Commission on National Development in the Arts, Letters and Sciences, Ottawa, King's Printer, 1951, p. 305).

Hearings of the Commission were held in Charlottetown, Halifax, Fredericton, Quebec City, Montreal, Ottawa, Toronto, Winnipeg, Regina, Saskatoon, Edmonton and Vancouver from 30 April to 29 June 1956 and from 10 September, to 12 October 1956. 274 submissions were received by the Commission. The commission's report, Volume I, dated 15 March 1957, was tabled in the House of Commons on 28 March 1957 as Sessional Paper No. 205, 1957. There is also an Appendix; Canadian Television and Sound Radio Programmes (Appendix XIV), an analysis by Dallas W. Smythe, December, 1956, Ottawa, Queen's Printer, 1957, 200 p. The Report was printed as Report, Royal Commission on Broadcasting, Ottawa, Queen's Printer, 1957, 2 vols, 718 pp.
