PM [prepared for the CG of 26 June 1826], on the United States, in 14 paragraphs. Paragraph 14 contains five queries to be answered by PF. They are followed by a Sommario. Paragraphs 7-14 deal with the erection of the bishopric of Detroit in Michigan. The opinions of Maréchal, abp. of Baltimore [contained in his letters of 5 January to Caprano, of 13 June and 18 September to Della Somaglia, and of 14 July 1825 to Fesch; see SOCG 443 437 446 441], and of [E.D.] Fenwick, bp. of Cincinnati [contained in his letters to Della Somaglia of 1 February 1824; see SOCG 447 450], both in favour of Richard's appointment, are reported.

The writer deals at length with the Jesuit Kohlmann's opinion, given in person and in his letter of 11 [recte 12] June 1826 [see SOCG 451]. Kohlmann also favours Richard, 50/60, fluent in English and French, elected congressman three years before [in 1823], although the latter was twice imprisoned and possibly is the Methodist, mentioned in Grassi's 1818 report [i.e., Notizie varie sullo stato presente della Repubblica degli Stati Uniti], who went to Montréal to convert the Sulpicians and was himself converted [to Catholicism; the converted Methodist was Richards, not Richard]. Query no. 5 is, whether to erect the bishopric of Detroit, encompassing Michigan and the Northwest territory, and to appoint Richard. Signed by Fesch. PF notes.
