CS [in Gradwell's handwriting]. The writer quotes at length from a letter [the last known letter is of 30 April 1821; see C 277] he received that very morning from Plessis, [a]bp. of Québec, who attacks the Jesuits' attempts to overcome the authority of the bp.s, the Irish priests who give so much trouble to the church in the United States, and deals with Haïti. The writer recalls a meeting of two months before [shortly before 7 April 1821] with Bathurst, who had read in the Quebec Gazette that Plessis was using his title as abp. and Lartigue had been appointed bp. of Montréal, contrary to their agreement.

The writer ascribed the misunderstanding to the ``Quebec Gazett and to the jealousy of the Protestant bp. of Québec, Mountain, who resents not to be an abp. himself, and confirmed that Lartigue had only been appointed bp. of Telmissus. Bathurst and the Secretary for [War and] the Colonies, Goulburn, were satisfied by the writer's explanation. The latter suggested that for the time being Plessis is not to use his new title and Lartigue is not to be appointed bp. of Montréal. He sends with this same mail two letters from Lartigue (who wishes to be appointed bp. of Montréal) to Fontana [of 20 February 1821; see SOCG 411] and to Della Somaglia [of 22 February 1821; see C 102]. Signed by Gradwell, forwarded to Fontana, and dated from Rome, 3 July 1821. [The balance of this item deals with the United States, England].
