Canada. National Parole Board : The National Parole Board is an agency of the Ministry of the Solicitor General, and was established in 1970 by virtue of Section 3 of the National Parole Act (RSC, 1970, c.P-2). Prior to 1970, the board was called the National Parole Service, which had been established in 1959 (SC 1958, c.38). Before 1959, the parole system in Canada was administered by the Minister of Justice under the Ticket-of-Leave Act (RSC 1952, c.264).

The mandate of the board is to grant, deny or revoke parole for inmates of all federal institutions and inmates in provinces without a provincial parole board. The board also makes recommendations to the Solicitor General for the exercise of the Royal Prerogative of Mercy and for the granting of pardons under the Criminal Records Act (18-19 Eliz. II, c. 40, sub-section 6.2, 1972). The board consists of twenty-six full-time members, with a Chairperson who acts as the chief executive officer. Board members are appointed for a period of up to ten years by the Governor in Council on the recommendation of the Solicitor General of Canada. Temporary members may be appointed for terms not exceeding one year to substitute for full-time members or to assist the board with unusually heavy case loads. Representatives from police forces, local governments, professional associations, and trade unions or community associations in the five regions of Canada serve on regional panels as community board members. They are designated by the Solicitor General to act as regular board members when release is being considered for inmates convicted of murder, or inmates serving sentences of preventative detention as dangerous offenders, habitual criminals or dangerous sexual offenders.
