This series documents the activities of the Right Honourable Jean Chrétien when he was Prime Minister of Canada, a position he held from November 1993 to December 2003. It contains the correspondence of the Prime Minister and first lady Aline Chrétien, along with records from the Correspondence Unit of the Office of the Prime Minister.

This series helps to track changing positions adopted by the Liberal government, underlying electoral strategies, and relations maintained by the Prime Minister and his entourage. It also provides insight into the management of PMO correspondence. Its documents were regularly annotated by staff members, and occasionally initialled by Jean Chrétien (for approval, or to show that they were viewed by the Prime Minister).

The series consists of three sub-series: Prime Minister's Correspondence, Madame Aline Chrétien's Correspondence, and Correspondence Unit of the Office of the Prime Minister.

Between 1993 and 2003, the Correspondence Unit of the Office of the Prime Minister used three different electronic systems to manage correspondence. It also appears that the first items of correspondence received by Jean Chrétien as Prime Minister were managed by the Office of the Leader of the Official Opposition, probably to allow his team time to move and settle into the Prime Minister's Office. It is therefore important to also consult the Leader of the Official Opposition series.

The first electronic correspondence management system, the VAX, was probably inherited from the prime ministers preceding Jean Chrétien. It was used in 1993 and 1994.

From 1994 to 1998, the Correspondence Unit of the Office of the Prime Minister adopted a new correspondence management system with a proprietary software platform: CCM-DOMUS. This system contains four correspondence databases:

1) Office of the Chief of Staff (COS)
2) Office of the Senior Policy Advisor (SPA)
3) Prime Minister's Correspondence (PMC)
4) Policy and Research (PAR)

Sample searches in the four databases show that they were created concurrently, and are not four parts of the same set. The numbers identifying each piece of correspondence are thus generated within each database (for example, a Document # 1 may be found in each of database).

The last system adopted by the Correspondence Unit of the Office of the Prime Minister (the CS-CIMS, used from 1998 to 2003) runs on an ACCESS platform and is maintained by the Privy Council Office. In addition to its correspondence tracking function, this system contains digitized copies of incoming and outgoing letters. While the VAX system was integrated into CS-CIMS, CCM-DOMUS could not be integrated and has thus remained a stand-alone system.

Conservation:

The records of this series are in excellent general condition, and robust measures were taken to preserve them: all metal pieces were removed, newspaper clippings were removed and replaced with photocopies, records in a fragile state of preservation were also photocopied, etc. Lastly, records were removed from their original folders and placed in acid-free folders.
