The document has one red wax seal. Two purple ribbons are attached to the wax seal. An octagonal-shaped paper is folded over the sheets with a wax seal and ribbon attached. One pink archival ribbon binds the sheets together. Three green "Registration" stamps are on the document.

The document is laminated with tissue. A brown stain is on the lower left corner of page one, opposite the wax seal. The edges and fold lines are torn with small pieces missing.
