Ce projet d'histoire orale comprend des enregistrements réalisés avec le très honorable Premier ministre Paul Martin, ainsi qu'avec d'anciens membres du cabinet et du caucus du Parti libéral du Canada. Le projet a été mené entre 2006 et 2008 par Sean Conway, directeur de l'Institute of Intergovernmental Relations de l'Université Queen's à l'époque, et ancien député libéral de l'Assemblée législative de l'Ontario pour Renfrew North. Il était donc à la fois familier avec les activités politiques, sociales et du parti de Paul Martin.

Sean Conway a travaillé sur le projet d'histoire orale de juillet 2006 à mai 2008. Il consiste en 39 sessions d'enregistrement distinctes qui ont produit près de 100 heures de conversations enregistrées, 3 300 pages de transcriptions correspondantes, ainsi qu'une introduction détaillée et un guide de lecture.
