This sub-series documents Paul Martin's activities as a Member of Parliament, a candidate in the Liberal Party of Canada leadership race, and a co-chair of the United Nations' Commission on the Private Sector and Development, between June 2002 and December 2003. It was in July 2003 that the United Nations Secretary-General, Kofi Annan, formed the Commission and appointed Paul Martin as co-chair along with Ernesto Zedillo, former president of Mexico. The purpose of the Commission was to identify and address the obstacles blocking the expansion of the private sector in developing nations, especially in the poorest regions and communities in those countries. The report was submitted on March 1, 2004, when Paul Martin was the Prime Minister of Canada.

This sub-series includes briefing documents produced in preparation for a question period in April 2003, a file on the transition from the Chrétien government to the future Martin government, a petition received by Paul Martin when he was still only a Member of Parliament, and files on his activities as part of the United Nations' Commission on the Private Sector and Development.
