ca. 30 cm of textual records.Language of material:EnglishScope and content:Sub-series consists of photographs and albums created by the Department of National Defence to document Great Depression-era relief projects with the co-operation of the Department of Labour. This series documents activities at 144 project sites across Canada showing the camps, activities, work, and outcomes. Albums were created for the Ministers of Defence and Labour. 20 Department of National Defense albums which contain 18,301 photographs.
The Chief of General Staff in Canada, Major-General A.G.L. McNaughton, conceptualized and administered these projects as a means of creating employment for unemployed and homeless men, until such time as the economic situation improved. Approved by Order-In-Council P.C. 1932 2248 on 8 October 1932 by Prime Minister Bennett, the program grew to include many more sites, with some serving as administrative establishments. Some projects were contemplated, but never realized. Workers were paid twenty-cents a day, with the minimum amount of equipment used to employ the maximum number of men. Because skilled work was not made part of the programs, labour unions did not object to the scheme (see 1964-106 Finding-Aid no. 33)
Projects included such diverse activities as: Historic site restoration work including the citadels at Quebec city and Halifax; development of 42 intermediate landing fields and 6 aerodromes on the trans-Canada airway; developing three municipal and one provincial airport; general development of RCAF air stations; construction of highways with the assistance of governments of Alberta and British Columbia; forestry operations in co-operation with the Department of the Interior; clearing Lac Seul foreshores to prepare for rising of water levels; the construction or expansion of four rifle ranges; and the development of four army training areas, the construction of new barracks and bases across the country. A list of all the projects is found in FA-33. As a general rule photographs do not exist of headquarters or administrative sites.
