The series documents the activities of Paul Edgar Martin as the Member of Parliament for the riding of LaSalle-Émard (1988-2008) and as a member of the Official Opposition in the House of Commons (1988-1993, 2006-2008). Paul Martin was elected federal Liberal MP for LaSalle-Émard, Quebec, in the general election held November 21, 1988. He was re-elected to this seat without interruption until his retirement from political life on the eve of the federal election in the fall of 2008. He sat in the Official Opposition during the terms of Progressive Conservative Prime Minister Brian Mulroney and Conservative Prime Minister Stephen Harper. At the time, he was the Liberal Party of Canada's critic for Housing (1989-1990), Urban Affairs (1989-1990), Treasury Board (1989), and especially Environment (1990-1993). He was also the Party's deputy spokesperson on Finance (1992-1993). Paul Martin's first term in opposition was marked by the major ambitions of the Mulroney government, among them the Free Trade Agreement with the United States and the Meech Lake Accord. Martin was less prominent during his second term in opposition, devoting most of his efforts to promoting the economic advancement of Canada's Aboriginals and the development of Africa.

The series includes a complete set of speeches given by Martin between 1988 and 1993 and between 2006 and 2008, as well as records by subject. It also contains correspondence, briefing notes, documentation, press clippings, and speeches and pamphlets intended for the citizens of LaSalle-Émard.
