The series documents activities of Paul Edgar Martin as Minister responsible for the Federal Office of Regional Development - Quebec (FORD-Q) from 4 November 1993 to 24 January 1996. FORD-Q, which succeeded the former Department of Regional Economic Expansion, was created in 1991 and renamed Economic Development Agency of Canada for the Regions of Quebec in 1998. Its mandate was to foster economic development in the Quebec regions where slow economic growth was prevalent, as well as stimulate long-term job creation and support local businesses. In particular, FORD-Q was in charge of co-ordinating federal government's efforts with those of other Quebec's regional economic development key players, public or private, most notably the Government of Quebec.

The records included in this series document the support offered by FORD-Q to growing Quebec companies (Cirque du Soleil; Bombardier), the development of services to business (Chaudière-Appalaches Development Fund; Small Business Access Centres), as well as important regional economic issues, such as the lumber industry's future and Saint-Jean-sur-Richelieu's economic recovery following the closing of the Royal Military College in 1994.

The series include correspondence, speeches, applications for funding, briefing books, briefing notes and photographs.
