European Space Agency : The concept of the European Space Agency (ESA) was first founded following the launch of Sputnik, when the Western European countries met to discuss the creation of a common space agency for Europe. Following discussions, it was decided to create two different space agencies: the European Launch Development Organization (ELDO), and the European Space Research Organization (ESRO).

The European Launch Development Organization was responsible for the development of a launch vehicle. By contrast, the European Space Research Organization was intended to perform research in a similar manner to the European Organization for Nuclear Research (CERN). Following several difficulties, ELDO and ESRO were merged in 1975 into the European Space Agency (ESA).

Canada signed an agreement to become a Cooperating State of the European Space Agency in 1978, which became active January 1, 1979.
