The fonds consists of a variety of documents representing the career of James Hayes, spanning from the 1970s to the 2000s. The documents primarily concern his work with the Department of Justice, highlighting his work as part of the Canadian Firearms Centre. Hayes was a major contributor to the overhaul of firearm regulations in Canada as well as a major voice in global efforts of establishing firearms protocols. The fonds reflects his involvement in the development of firearms legislation both nationally and internationally.

The James Hayes fonds has been divided into four series reflecting the activities of the creator and the organizations the documents originate from: the Department of Justice series; International Organizations and Workshops series; Personal Records series; and United Nations series. Hayes, James : James Hayes began his career working as a secretary to Tommy Douglas and others in the New Democratic Party in Saskatchewan. In the mid-1970s, he was hired by the federal government to write firearms legislation and policy. Hayes' work was part of the eventual legislation requiring a firearms acquisition certificate (FAC) to purchase any firearm and requiring applicants to undergo a basic criminal record check.

Hayes continued through to the 2000s to work on firearms legislations, notably working on legislation to overhaul firearms law in Canada following the Montreal Massacre in 1989. During his time with the Department of Justice, Hayes' work would be part of legislative efforts that would result in several firearms and explosives related bills, including Bill C-17, Bill C-50, Bill C-80, and Bill C-68, also known as the Firearms Act. During his time with the Department of Justice, Hayes was involved with writing the legislation, the implementation, negotiations with the provinces, and communicating with lobby groups.

During this time, Hayes worked with many international organizations, including the Organization of American States (OAS) and the United Nations. He became the coordinator of the working groups on firearms with the OAS, and became the coordinator of negotiations at the United Nations in its efforts to develop a Firearm Protocol for the flow of small arms and light weapons between nations. Hayes also, as part of his role within Canadian firearms legislation and his role within international working groups, attended many conferences and workshops around the world in support of international firearm policy.

James Hayes was a high-ranking public servant who was heavily involved in the development of firearms legislation nationally and internationally.
