The fonds consists of André Burelle's career between 1974 and 1993, when he was an advisor to and speech writer for Gérard Pelletier, Jeanne Sauvé and Pierre Elliott Trudeau, as well as a senior official at the Federal-Provincial Relations Office. The fonds also documents André Burelle's activities following his retirement from the public service in 1993, particularly his writing and presentations. This fonds is divided into three series: Speech writer and advisor, Senior official at the Federal-Provincial Relations Office, and Activities following retirement from the public service. The records include speeches, work files, documentation files, correspondence, newspaper clippings, slide shows, and interview and conference video recordings.

Burelle, André, 1936- : André Burelle was born in Montréal in 1936. He studied at the Université de Montréal, where he earned a bachelor's degree in philosophy in 1960 and a doctorate in philosophy in 1967. He went on to teach philosophy at Collège André-Grasset before becoming director of humanities at Collège de Bois-de-Boulogne.

In 1974, he became an advisor to and speech writer for Gérard Pelletier, Minister of Communications. From 1975 to 1977, he performed the same duties for Jeanne Sauvé when she was Minister of Communications. He then moved on to the Office of the Prime Minister, Pierre Elliott Trudeau, staying from 1977 to 1984. He was there during the 1980 referendum campaign and the patriation of the Constitution in 1982.

In 1984, André Burelle began his career as a senior official when he was appointed Assistant Secretary to the Cabinet in the Federal-Provincial Relations Office. He became the head of the new Federal-Provincial Relations Office in Montréal in 1990 and held this position until 1993. During this period, he observed the Meech Lake Accord and Charlottetown Accord negotiations, and he negotiated the Canada-Quebec Accord Relating to Immigration and Temporary Admission of Aliens (commonly known as the Gagnon Tremblay-McDougall Accord).

In 1993, André Burelle took a sabbatical year to publish a response to Pierre Elliott Trudeau's criticisms of the Charlottetown Accord and to write a book promoting what he called "associative federalism" [fédéralisme partenarial]. In 1993, he published a six article series entitled "Les contrevérités de Pierre Elliott Trudeau" and also published Le mal canadien : essai de diagnostic et esquisse d'une thérapie shortly before the October 1995 referendum. Burelle published a critical analysis of Pierre Elliott Trudeau's thinking in 2005, Pierre Elliott Trudeau, l'intellectuel et le politique.
