Series consists of select records related to inventions and patents dating from prior to 1950 and that were originally maintained by the National Research Council's records office. Included is a policy file on government employee patents, as well as a register of patents.

Series also consists of a file of the Inventions Board. The Inventions Board was established in 1939 under the auspices of the National Research Council (NRC) and served as a centralized clearing house for innovative ideas and inventions previously submitted to various departments of Government. The acting president of the NRC was named as chairman of the Board and the acting deputy ministers of the Department of National Defence as members. An examining committee consisting of scientific officers from several divisions of the laboratories was appointed and a consulting panel consisting of officers from the Naval, Militia and Air Services of the Department of National Defence was also named. The Board facilitated co-operation between the NRC and the Department of National Defence and provided authoritative expert opinions on the large number of proposed inventions and suggestions designed to assist in the prosecution of Canada's war effort.

The policy and Inventions Board files were originally numbered according to the NRC's first registry system but later maintained by Canadian Patents and Development Limited. The Inventions Board file may also have been maintained by an additional government institution (possibly Munitions/Reconstruction and Supply.) The register of patents was maintained by the NRC's records office, separate from any particular registry system.

Volumes 628 to 630 were originally transferred to Library and Archives Canada by Canadian Patents and Development Limited; the records in those volumes were moved to the National Research Council fonds from the Canadian Patents and Development Limited fonds (from RG 121) in October 2018.
