This register would appear to be the remnants of an internal tracking system used by department officials to monitor the exchange of scrip certificates for scrip notes. In-coming correspondence which contained scrip certificates for exchange purposes would be entered into the Dominion Lands Branch central registry and was given a file reference number (these files should now be found in RG 15, series D II 1). The number of certificates included for exchange would be noted along with the person's (or agency's) name and residence, and date of receipt. The date the requisition for scrip was sent to the Accountants Branch was noted, along with the date the scrip documents were sent for the signature of the Deputy Minister. The final column of the register indicates whether or not the scrip was received back by the Dominion Lands Branch and whether it was issued to the recipient. The register appears to have been only used from 1900 to 1910.

General note:

Scrip was a certificate issued by the Department of the Interior which indicated the right of the holder to receive payment later in the form of money or land. The federal government distributed scrip to the Métis in exchange for their land rights, as a method of extinguishing their Aboriginal title to the land. The federal government also used scrip to distribute land to white settlers, including Original White Settlers, soldiers, and police who fought in the North West Resistance of 1885 (or North West Rebellion of 1885).
