Fonds consists of the records of Harvey Hugh de Burgh Black, publisher of a financial newsletter called "Financial Counsel."

Fonds mainly consists of correspondence on politics, economics and investing. Correspondents include politicians, business executives, labour leaders and others including Prime Ministers W.L. Mackenzie King, R.B. Bennett and Louis St. Laurent; federal Ministers C.D. Howe, J.L. Isley, L.B. Pearson and others; Premiers of Quebec Louis-Alexandre Taschereau and A. Godbout; Patrick Conroy of the Canadian Congress of Labour (CCL); M.J. Coldwell of the Co-operative Commonwealth Federation (CCF); W.H. Beattie, L.B. Unwin and other Canadian Pacific Railway (CPR) executives; and other politicians, journalists and business leaders. Also included are some personal papers, a list of letters and correspondents and a short biographical sketch of Harvey Black (1992, 1998).

Black, Harvey Hugh de Burgh : Harvey Black was born c. 1880 in Barrie, Ontario. His father was a minister and as a result, the family moved often. Harvey Black studied English, math, Latin and Greek at Queen's University.

His first job as a reporter was with the Kingston Standard. He later worked for Toronto newspapers. He married Catherine Fraser; they had four children. He moved to Montreal in 1917, working as a correspondent for the Financial Post and later for the Financial Times. He then established a daily financial news bulletin called "Financial Counsel." In 1945, he sold the newsletter to his employees and continued working for them for the next 10 years. He died in late 1950s, aged 77.
