It is an arms-length citizens' advisory body, the mandate of which is "to advise the Minister in respect of such matters as relating to welfare as the Minister may refer to the Council for its consideration or the Council considers appropriate."
The Council is composed of 21 members appointed by the Governor-in-Council for terms of up to three years. All members serve as private individuals, rather than as representatives of any specific origanizations. The Council does research and publishes reports on a wide range of issues affecting low-income Canadians, and reports directly to the Minister of National Health and Welfare. With the division of functions between the Department of National Health and Welfare and the Department of Human Resources Development in 1993, the Council now reports to Parliament through the Minister of Human Resources Development.Additional information:Source of title:Title based on annual reports.Accruals:Further accruals are expected.Related material:This material is related to the National Council of Welfare series within the Human Resources Development Canada (HRDC) fonds.
