United Association of Journeymen and Apprentices of the Plumbing and Pipe Fitting Industry. Local 46 : The United Association of Journeymen and Apprentices of the Plumbing and Pipe Fitting Industry held its first annual convention in Washington on 7 October 1889 with a view of developing into one grand association comprised of all the journeymen plumbers, gas and steam fitters and steam fitters' helpers in Canada and the United States. It experienced problems early on in fulfilling its goals due to interest conflicts between the plumbers and the steam fitters and it failed to become a truly national organization as local unions refused to relinquish their power. Its development was also hampered by the economic depression of the 1890's. During the period between 1898 and 1914, however, the National Association achieved its goal of becoming the grand association it had aspired to shedding its identity of a loose federation of local unions.

During this time, it began to exercise control over the local unions and to show that it could provide them with benefits. It also absorbed the International Association of Steam and Hot Water Fitters which eliminated any threat to its jurisdictional claims. The National Association also expanded rapidly and numerous locals were added which were loyal to the grand association. The Local 46 is located in Toronto, Ontario.
