Fonds consists of records relating to the personal and professional life of Herbert John Russell. This includes Russell's birth and marriage certificates, British passports 1928-1980 and Middle Eastern passbooks, 1934-1944; letters of authorization and commendation from his World War II work and a file on Russell's career as a pioneer radio engineer with the Marconi Wireless Telegraph Co. in England, North and South America, Middle East and Far East.

The fonds contains photographs depicting: experimental station, Marconi Wireless Telegraph Co., Ltd., 1928-1929; interior and exterior views of the Radio Corporation of America (RCA) trans-oceanic transmitting station, Rocky Point, N.Y., 1928-1929; senior British, Free French and Allied military officers, politicians and officials broadcasting from the studios of Egyptian State Broadcasting, Cairo, Egypt, ca. 1940-1944; a group photo of personnel of Egyptian State Broadcasting, Cairo, Egypt, ca. 1940-1944; a portrait of H.J. Russell, 16 March 1950; snapshots of Niagara Falls, New York City, and other unidentified places in North America and the Middle East. Photos by Herbert John Russell (attributed); J. Russell, Herbert John, 1902-1987 : H. John Russell, radio engineer, was born in London, England on 23 January 1902. He studied electrical engineering at Battersea Polytechnic, London and afterwards joined the Marconi Wireless Telegraph Co. Ltd. For eight years Russell worked on the development of ground and airborne radio transmitters and receivers. In 1928 he was sent to North America to do research on transatlantic telecommunication, including the sending of wireless facsimilie photos. Returning to Britain in 1932, Russell was involved in a variety of research projects before being sent to Egypt by Marconi to set up a broadcasting system there. He was the chief engineer of the Egyptian State Broadcasting Co., 1937-1944. During the war he did considerable work for the British Forces in the Middle East and was assigned to South East Asia in 1944-1945. After the war he was the Marconi representative in the Middle East for four years followed by three years in Brasil and three years in Ceylon with the Colombo Plan.

Russell returned to Canada in 1955 to work on a microwave communication system. In 1957 he became a manager in the RCA Victor Research Laboratories and shortly afterwards became Research Administrator of the labs. After his retirement in 1967 Russell became General Manager of the Canadian Organization for Joint Research, a clearing house for information on university and industrial research and development. COJR closed in 1969 when government funding was cut. Russell died on 4 January 1988 in Montreal.
