First opening in 1903, the Woodward's chain went bankrupt in the 1990s. The province bought the downtown building and proceeded to sell it to the City of Vancouver in exchange for Olympic support. One city councillor decides to hold a competition between four developers to see who can redevelop the building and create a catalyst for change in Vancouver's Downtown Eastside.
