Fonds consists of naval services passbooks, correspondence, clippings and a typescript of Pugley's Return to the Sea, all dealing with his service in the RCN, 1939-1949.

Fonds also consists of numerous photographs depicting activities of the Royal Canadian Navy and Royal Navy, and portraits of family and friends of the Howard family.

Fonds also consists of footage of the men and the ships of the Royal Canadian Navy between 1939 and 1949. Among the ships seen are HMCS Saguenay, Haida, Huron, Kansack, Restigouche, Sherbrooke, Sioux, and others.

Pugsley, William H. (William Howard), 1912-1993 : William Pugsley, seaman, author, and professor, was born in Montréal in 1912 and studied at Bishop's College School, the Sorbonne, McGill University (whence he obtained his Ph.D.) and Harvard (MBA). He served in the RCNVR 1939 to 1942, attaining the rank of Lieutenant (S). He joined active naval service in 1943 as Able Seaman, became Leading Seaman in 1944, Lieutenant in 1945 and following that, Lieutenant Commander (S), RCN(R). He taught at McGill University 1954-1980, becoming Professor of Management Emeritus in 1981.

While in active service, he was one of a very few servicemen allowed to have a camera aboard ship, and filmed the Normandy landing. Based on his naval experiences, he has written the following books: Saints, Devils and Ordinary Seamen, A Sailor Remembers and Return to the Sea.
