Includes material on policies with respect to welfare services and relations with voluntary relief agencies, memoranda to Herbert H. Lehman, Director General of UNRRA, correspondence with Sir Frederick Leith-Ross, speeches and drafts of speeches, research notes, minutes of the Standing Committee on Welfare, correspondence and memoranda with staff of the Welfare Division, publications and reports of the Welfare Division including the report on Displaced Persons and the Special Needs of Women and Girls, the terms of reference of the Welfare Division and related material.

United Nations Relief and Rehabilitation Administration : UNRAA was founded in 1943 during World War II to give aid to areas liberated from the Axis powers. There were, finally, 52 participating countries, each of which contributed funds amounting to 2% of its national income in 1943. A sum of nearly billion was expended on various types of emergency aid, including distribution of food and medicine, restoration of public services as well as agriculture and industry. China, Czechoslovakia, Greece, Italy, Poland, the Ukrainian SSR, and Yugoslavia were the chief beneficiaries. UNRRA returned some 7 million displaced persons to their countries of origin and provided camps for about 1 million refugees unwilling to be repatriated. More than half the funds were provided by the United States, and the three directors general - Herbert H. Lehman, Fiorello La Guardia and Gen. Lowell Rooks - were American. UNRRA discontinued its operations in Europe on 30 June 1947. Its remaining work, chiefly in China, ended on 31 March 1949. The functions of UNRRA were transferred to other UN agencies.

UNRRA's Welfare Division was one of five divisions of UNRRA and was set up to carry out the UNRRA Council's resolutions to assist governments to meet the special needs of vulnerable groups of the population, i.e., children, pregnant women and nursing mothers, aged persons, the physically handicapped, the homeless and those without resources; and, to restore and assist the functioning of social welfare institutions which had been destroyed during the war. The Welfare Division was responsible for the planning, supervision and organization of essential relief to these disadvantaged groups of people.
