This fonds consists of correspondence, memos and notes, some clippings and print material, as well as some reports. There is a biographical file in this fonds, with information on Senator Waters's life. The rest of the fonds consists of correspondence and subject files. Most of the subject files deal with issues of concern to the Reform Party, such as constitutional reform, federal-provincial relations, fiscal reform, taxation policy, an elected Senate and the Reform Party itself. As such, they provide valuable primary source of information on the formulation of the Reform Party's policies and political positions in the early years of its existence.

Waters, Stan, 1920-1991 : Stan Waters, the son of English immigrants to Canada, was born in Winnipeg in 1920. He studied in England, then entered the University of Alberta in 1938. When World War II broke out he enlisted in1941 in the King's Own Calgary Regiment.

He had a distinguished military career. He transferred to the Canadian Parachute Corps, was a member of the US-Canadian First Special Services Force, participating in the Italian Campaign. Promoted to major, he then served in the 1st Canadian Parachute Battalion, seeing action in northwestern Europe in 1945. After the War, Waters held many commands, served in UN peace-keeping operations and NATO posts; promoted to Lt-General in 1971, in 1973-75 he commanded the Canadian Army.

He was also successful in the business world. Even after retirement in 1989, he continued in many directorships of various companies. He was also a member of many conservative-inclined organizations, such as the National Citizens' Coalition and the Fraser Institute; he was also a member of the Canadian Institute of Strategic Studies.
A Reform Party member, he was one of Alberta's "elected" Senators, when that province held a self-declared election for a Senate vacancy to be filled from Alberta. He was named to the Senate in 1990, serving briefly until his unexpected death in 1991.
